architectural-engineering (A-E) services for Shaw AFB, SC, from June
1995 through May 1996. These services include Title I Services (field
surveys and investigations required to obtain design data, preparation
of plans and specifications) with an option for Title II Services
(supervision and inspection of construction, review of construction
contractor submittals and shop drawings, preparation of as-built
drawings), and Title III Services which provide for the study of master
planning of a project. These services will be for a variety of projects
that encompass any or all of the architectural and engineering
disciplines. No single project shall exceed $99,000 in fees. The A-E
contractor is guaranteed a minimum of $5,000 in fees. The total yearly
fees for this contract cannot exceed $400,000. The DoD policy for
selection of A-E firms shall not be based upon competitive bidding
procedures, but rather upon the professional qualifications necessary
for the satisfactory performance of the services required. Significant
evaluation factors include: (1). Specialized experience of A-E in the
field required. (2). Availability of experienced key personnel. (3).
Capacity of the firm to accomplish the work in the required time. (4).
Past experience of the firm with respect to similar level of work.
(5). Location of the firm in the general geographical area of the
project, provided that there is an appropriate number of qualified
firms therein for consideration. (6). Volume of work previously awarded
to the firm with the object of effecting an equitable distribution of
DoD contracts. (7). Cost control effectiveness. (8). Full time
construction inspection capability. (9). Innovative design capability.
Appropriate data in response to this notice must be received within
thirty (30) days after publication of this notice. Participation by
disadvantaged business enterprises is encouraged. Firms desiring
consideration shall submit appropriate data as described in Numbered
Note 24, including Standard Forms 254 (Architect Engineer and Related
Services Questionnaire and 255 (Architect Engineer and Related Services
Questionnaire for a Specific Project) to 20 CES/CEC Attention: Mr. Gary
