The Air Force has received an unsolicited proposal from a Pre-Qualified DoD ESP Contractor to implement various energy conservation measures at Nellis AFB, NV and intends to pursue such using the streamlined acquisition procedures authorized by the Energy Policy Act. Firms on the DoD Pre-Qualified Contractor List for 1995, as qualified to provide ``ALL'' ESP services, that are interested in submitting a competitive proposal for this work should express their interest to the above listed contracting office within 15 days after publication of this notice. Pre-Qualified firms capable of designing, financing, implementing, operating, and maintaining energy saving system retrofits are invited to respond. The Air Force will issue a competitive RFP to all Pre-Qualified firms that respond within the 15 day period. Competition will be restricted, in accordance with the statutory authorization, to those firms approved for ``ALL'' ESP services on the 1995 DoD Pre-Qualified ESP Contractor List. (121)
