U -- EFFECTIVE WRITING PROGRAM FOR THE U.S. ARMY WAR COLLEGE, HQ, CARLISLE BARRACKS PENNSYLVANIA Sol. DABT43-95-R-0016. Due 062695. The work includes assessment of student writing skills, classroom training and individual counseling provided to senior officers at the US Amry War College, Carlisle Barracks Pennsylvania. Contract type shall include both fixed price and hourly line items. The assessment is based on at least two contractor performed blind readings of 285 student essays including multiple choice test scores performed on 8 August 1995. The assessment may be performed off site with a two hour presentation of findings and selection of needy students on 17 August 1995. The effective writing classroom instruction will be conducted in two phases. The first phase ``most needy'' will consist of two groups of between 12 and 14 students meeting two hours twice a week for four weeks in September 1995. The second phase ``normal'' will consist of four groups of between 12 and 14 students meeting two hours once a week for eight weeks from October to December 1995. Individual counseling usually is scheduled immediately after each class and at times scheduled by the instructor/counselor and the individual student any time between 2 January and 31 May 1996 for 150 hours total and rarely less than twice a week. Travel and subsistence must be included in each line item. Contract award shall be made on a best value basis, based primarily on the extensive writing/teaching experience, availability and abilities of the principle instructor/counselor along with the classroom course syllabus proposed.
