PRE-SOLICITATION NOTICE. The proposed acquisition listed herein is
being considered for 100% Set Aside for Small Disadvantaged Business
firms. Interested SDB concerns should notify this office, in writing,
of their intention to bid the project as prime contractor as early as
possible but not later than 15 days from the date of this notice. The
notification must contain a positive statement of eligibility as a
small socially and economically disadvantaged business concern;
evidence of capacity to obtain required bonds and specific information
which demonstrates the capability to perform projects of this nature
and magnitude. If adequate interest is not received from SDB concerns,
the solicitation will be issued as an unrestricted procurement without
further notice. Therefore, replies to this notice are requested from
all firms including large businesses. Interested parties will be put on
the planholders list and issued an IFB when available. The Standard
Industrial Classification Code for this project is 1611. The size
standard is $17 Million. The work includes the milling of existing 4300
foot long runway pavement and providing a varible depth bituminous
concrete overlay and pavement markings. The milling and overlay must be
accomplished so that a minimum overlay of at least 2 inches obtained.
The existing pavement is composed of a bituminous concrete surface.

433-0939. Contractors within the local area are encouraged to pick-up
a copy of the solicitation at Building 212, 1st Floor, Plans/Specs
Office at the Washington Navy Yard. There will be no charge for these
documents, however, there will only be one set issued per contractor.
Requests for plans/specs and bidders lists should be made separately to
avoid confusion at the plans/specs office. This also applies to
requests for numerous solicitations. Please note that the plans/specs
will be issued on a ''first-come'', first-serve'' basis. The projected
date for issuance of plans and specifications is 30 May 1995. The
projected date for bid opening is 30 June 1995. The estimated cost of
construction for this project is between $500,000.00 - $1,000,000.00
