95 -- TEST TRAIN CASK AND DISCHARGE STAND SHIELD FORGINGS Sol 73-RES-874919. Contact R. E. Spangler (412) 476-5735. Provide Test Train Cask and Discharge Stand Shield forgings. The scope of work consists of the manufacture, inspection and delivery of two Test Train Cask Mast forgings, two Test Train Cask Body forgings, and one Discharge Stand Shield forging weighing approximately 8,000 pounds, 62,000 pounds, and 17,000 pounds each respectively. The Test Train Cask Body and Discharge Stand Shield forgings shall be Type 304 austenitic stainless steel per ASTM-A473 and the Test Train Cask Mast forgings shall be Type 304 austenitic stainless steel per ASTM-A473 with a revised nitrogen limit of 0.10 - 0.16 percent and a minimum yield strength (0.2% offset) of 35,000 pounds. Each component is to be produced as a single, machined austenitic stainless steel forging. The approximate sizes for each forging are as follows: 1) Test Train Cask Mast - 20.50 inch outside diameter x 4.50 inch inside diameter x 202.00 inch long, 2) Test Train Cask Body - 50.00 inch outside diameter x 4.5 inch inside diameter x 163.00 inch long, and 3) Discharge Stand Shield - 36.00 inch outside diameter x 5.00 inch inside diameter x 70.00 inch long. Forging drawings shall be prepared and submitted by the Seller and approved by Westinghouse-Bettis prior to start of fabrication. Heat treatment of each forging shall be in accordance with MIL-H-6875 as modified by Westinghouse Equipment Specification WAPD-E-957498. Each forging shall be 100 percent ultrasonically inspected per ASTM standards as supplemented by Westinghouse Equipment Specification WAPD-E-957498. Detrimental material controls shall be in accordance with Westinghouse Equipment Specification WAPD-E-957498 which was prepared using MIL-STD-2041. Seller shall meet Westinghouse ``Level 2'' vendor quality assurance requirements including MIL-I-45208 at the time of order placement. Shipment of the forgings shall be in accordance with ASTM-A700 and any applicable carrier requirements. Seller shall submit a detailed Quality Assurance Manual, supporting information, and a vendor Quality Level Determination Checklist for Westinghouse evaluation in accordance with inquiry requirements. Only those vendors in compliance with the above requirements need respond to this notice. Westinghouse may desire to visit Seller's facility as part of the quality level determination. If, in the sole opinion of Westinghouse, Seller does not satisfy Westinghouse ``Level 2'' vendor quality assurance requirements at the time Westinghouse receives Seller's proposal, Seller may be excluded from consideration for the award. The complete list of requirements for this procurement is contained within a technical specification that will be issued as part of the inquiry. In addition, vendors requesting this package shall provide a reference list of previous customers including phone numbers with their request to Westinghouse. Also, Westinghouse reserves the right to audit the Seller's facility for technical and quality control capacity and capability and/or review the Seller's financial stability prior to award. If, in the sole opinion of Westinghouse, the Seller does not satisfy Westinghouse requirements for technical and quality control capacity and capability and/or financial stability, Seller may be excluded from consideration for award. The contract for the above detailed workscope will be firm fixed price. The expected order placement is August 1995 and delivery will be required by January 1997. Vendors who can provide one or more of the listed items in accordance with Westinghouse requirements are encouraged to apply.
