Scope of services required: Prepare a complete design, including plans,
specifications, cost estimates, design analyses and construction
services for a project under the NOn Appropriated Funds (NAF) program.
The project will entail but not be limited to the reconfiguring of two
existing party rooms, the general overall refurbishing of rooms
interiors to meet expectations of patrons, facility improvements to
meet handicapped acessibility needs, consolidating
office/administrative areas to improve efficiency and service and
adding a patio to the Hudson Dining Room. All necessary supporting
facilities will also be included in the scope of this project.
Technical capability required: Firms not having full in-house
capability must demonstrate how they will manage subcontractors and
insure quality control. The prime must identify in the submittal the
quantity and disciplines of personnel in their working office. These
specific disciplines are required. Architects with sensitivity to
Historic Structure and demonstrated ability in similar projects (i.e.
dining facilities, hotels, clubs, etc); Civil and Structural
Engineering; Mechanical and Electrical Engineering including HVAC
plumbing, utilities, telecommunications, fire detection/protection
systems. A certified asbestos inspector and experience in testing for
PCBS will be required. A Cost Estimating Specialist is also required.
Specicial Qualifications: Previous experience with maintenance and
repair projects on military installations is preferred. Architectural
expertise with emphasis on renovations of dining clubs, hotels, etc.
will also be of consideration. A Historical Architect with a Bachelor's
degree in Architectural Preservation and the following requirements:
Activities in Architectural Preservation as a primary function. A least
one year of graduate study in one of the following: Architectural
preservation, Americal Architectural History or Preservation Planning
(additional full time experience on preservation projects may be
substituted for graduate study requirements). Architectural
Registration. At least two years of practical experience in
Architectural Preservation and Restoration projects. A qualified Fire
Protection Engineer is also required for this project. A qualified Fire
Protection Engineer is defined as an individual meeting one of the
following criteria. An Engineer having a Bachelor of Science of Masters
of Science degree in Fire Protection Engineering from an accredited
university engineering program, plus a minimum of 2 years' work
experience in fire protection engineering. A registered professional
ENgineer (PE) in fire protection engineering. A registered PE in a
related engineering discipline and member grade status in the National
Society of Fire Protection Engineers. An engineer with a minimum of 10
years' experience in fire protection engineering and member grade
status in the National Society of Fire Protection Engineers. A
registered architect (RA) with member grade status in the National
Society of Fire Protection Engineers. Services of the RA shall be
limited to building code applications and the life safety code
analysis. A professional Cost Estimator with experience in MCACES Gold
Edition estimating package is preferred. Responding firms should
indicate their ability to access an electronic bulletin board and
Automated Review Management Systems (ARMS) via modem and the use of
MCACES Gold edition estimating package. Closing date for submitting SF
255: 30 days after advertising date. Evaluation factors in descending
order of importance: Professional qualifications necesary for
satisfactory performance of work required. Specialized experience and
technical competence in the type of work required. Capacity to
accomplish the work within the required time. Past experience on
contracts with government agencies and private industry in terms of
cost control, quality of work and compliance with performance
schedules. Location in the general geographical areas of the United
States Military Academy, West Point, New York and knowledge of the
localities involved, provided that the application of this criterion
leaves an appropriate number of qualified firms, given the nature and
size of the project. Extent of participation of SMall Businesses, SMall
Disadvantaged Businesses, historically black colleges and universities
and minority institutions in the proposed contract team, measured as
a percentage of the total estimated effort. Volume of work previously
awarded to the firm by the Department of Defense in the 12 months prior
to the date of this announcement, with the object of effecting an
equitable distribution among qualified A/E firms, including small and
small disadvantaged business firms and firms that have not had prior
DOD contracts. Start: August 1995. Completion: August 1996. Small and
small disadvantaged firms are encouraged to participate as prime
contractors or as members of joint ventures with other small
businesses, and all interested contractors are reminded that the
successful contractor will be expected to place subcontracts to the
maximum practicable extent with small and disadvantaged firms in
accordance with Public Law 95-507. Three copies of the entire submittal
should be sent to Ms. Willien Cunningham, CENAN-EN-MR, Room 2133, 26
Federal Plaza, NY, NY 10278-0090 (212) 264-9123. Only those submittals
incorporating the 11-92 Revisions of the SF 254 and SF 255 will be
considered. Furthermore, special attention should be given to the
manner in which these forms are completed. SF 254 should reflect the
overall capacity of the firm, whereas, SF 255 should reflect only the
personnel dedicated to the specific project referenced in the
submittal. These guidelines should be closely followed, since they
constitute procedural protocal in the manner in which the selection
