Maiden, (215) 597-0055, Contract Specialist, Linda E. Maiden, Contracting Officer Architect/Engineer (A/E) Services for Rehabilitation of Leigh Street Structures, Maggie L. Walker National Historic Site, Richmond, VA. Services Required: The National Park Service/Maggie Walker National Historic Site is seeking A/E Services for the rehabilitation of 112, 114, 116, 118 East Leigh Street and the assessment of the structural sufficiency of the foundation of 1101/2 East Leigh Street in Richmond, Virginia. It is anticipated that one firm fixed price contract will be awarded as a result of this announcement. Durationof the contract is six months (6 months). These residential structures are in the Maggie L. Walker National Historic Site in Richmond, VA. The buildings at 112-118 will be rehabilitated into offices and residential uses. The selected A/E firm will: 1) prepare a structural assessment and condition assessment of historic fabric of the structures; and 2) prepare schematic designs and design development for the rehabilitation of the structures for residential and office use; and 3) prepare construction drawings and documents. Special emphasis will be placed on historic preservation, handicapped accessibility, and hazardous materials. The buildings contribute to the significance of the Maggie L. WalkerNational Historic Site and the National Historic Landmark District Jackson Ward in Richmond, VA. Historic interior fabric and plan are important to the integrity of the buildings. SELECTION CRITERIA:: See numbered Note 24 for general submission requirements. The Selection Criteria, listed in order of importance are: 1. Professional qualifications of firms and staff proposed forperformance of required services, especially that of architects, engineers, conservators, and hazardous materials specialists, and their experience working together as a team on other projects. 2. Specialized experience within the pastfive years and demonstrated technical competence in the field of historic preservation, especially with historic rehabilitation, comprehensive analysis ofhistoric fabric, and accessibility. 3. Capacity to accomplish the work of thiscontract in the required time, and ability to react efficiently to changes in the project. 4. Past performance on contracts with Government agencies, especially with the National Park Service, in terms of cost control, quality of work, and compliance with performance schedules. 5. Geographical proximity of the firms to the project site, and demonstrated knowledge of the local architectural vernacular of the project. SUBMISSION REQUIREMENTS: See Note 24 for general submission requirements. Firms which meet the requirements in this announcement are encouraged to submit a SF 254 and SF 255 to this office. Separate SF 254's are required for each firm in a joint venture. A current (data entered within one year) SF 254 for each firm shown in Block 6 of the SF 255, ''Outside Key Consultants or Associates,'' is also required. Block 4 of the SF255 must show only the staff, including sub-consultants, who will be availableto perform the contract work. Disciplines shown on the SF254 and SF255 must be clearly delineated as full-time, free-lance, and sub-contracted personnel on thestaff of each firm. All submissions to be made in four copies. Professional brochures may be included in the submissions, however, they will not be considered in this evaluation. Limit the number of project examples to ten (10)on the SF 255 and thirty (30) on the SF 254 as specified in the instructions. Limit resumes under paragraph 7 of SF255 to one or two key personnel in each required discipline. Limit paragraph 10 of the SF255 to 10 pages or less.
