751-4948 The Tennessee Valley Authority (TVA) intends to purchase the
following services by competitive negotiations: an organization to
provide comprehensive management for two environmental conferences --
one in San Paulo, Brazil and the other in Santiago, Chile, during the
first quarter of calendar year 1996. These conferences are sponsored in
cooperation with the U.S. EPA and will focus on industrial pollution
prevention and industrial hazardous waste clean-up, treatment, and
disposal of identified environmental problems. (Municipal solid waste
and sanitation problems are not the focus of these conferences and will
not be addressed.) The top industrial environmental problems in each
country will be identified by TVA, EPA and other national and
international organizations. The conference manager will arrange
subcontracts for the various organizations that will assist TVA and EPA
in acquiring the information to identify the environmental problems in
each country. TVA and EPA will also identify and select conference
presenters for each of these environmental problems. The conference
manager will then contract with these presenters for their services.
These conferences will have concurrent sessions, covering the
identified environmental problems, to meet the needs of both technical
experts and policy makers. There will also be an exhibition of U.S.
equipment and consulting services utilizing the approaches discussed
during the conference. MINIMUM QUALIFICATIONS The proposer must have
proven capabilities in the following: (a) planning and executing
conferences on complex technical and policy issues; (b) planning and
executing conferences outside the United States; (c) arranging trade
shows and other exhibitions of equipment and consulting services; (d)
working with governmental agencies in developing countries; (e)
document development of technical monographs and the capability to
replicate and spread conference results electronically. The proposer
must also have: (f) permanent representation in Washington, D.C. for
regular contact with U.S. Govenment agencies and foreign embassies; (g)
strong ties to environmental export industry; (h) onsite representation
in Brazil and Chile; (i) a demonstrated record of completed projects
involving industrial pollution prevention and hazardous waste clean-up,
disposal and treatment in developing countries; (j) a broad substantive
knowledge, practical experience, and contacts with regard to
environmental problem solving in the United States and abroad, and with
regard to identifying and reporting on innovative U.S. environmental
technologies suitable for application to specific environmental
problems. Experience with South American environmental, sustainable
development, economic, and political issues is also highly desirable.
The conference manager will be required to: coordinate conference
schedules and work plans; work with TVA/EPA program managers in
compiling environmental needs assessments and disseminate this
information to the presenters prior to the conferences; organize
exhibition plan and promotion of exhibitor participation; arrange all
local support services; organize travel, lodging, hospitality
arrangements; prepare speaker invitations and preparation of papers;
prepare exhibitor promotion plan and literature, and sell exhibitor
space directly to defined target industry; prepare budget and monthly
financial reports; manage translation of papers and arrange shipment to
conference locations; prepare publicity plans and arrange press
coverage of the events. The solicitations will issue approximately 15
days after the date of CBD publication to selected qualified sources.
Interested proposers should submit their requests for proposal
specifications, including proof of minimum qualifications, in writing
within 15 days of the publication date of this CBD notice. No proposal
requests will be accepted after that time. Requests for solicitation
