This procurement is being issued under the authority 10 U.S.C. 2304 (c)(1) - Only One Responsible Source - to Production Technology Incorporated (PTI) for engineering support to the Navy Energetics Manufacturing Technology Center of Excellence. The required services are of a specialized, complex, and interrelated nature which requires a contractor who has an indepth knowledge of the Navy's Manufacturing Technology Program and processes, the planning and review process of both the JDL MANTECH panel and OSD, experience with the operating principles and practices of the existing manufacturing technology centers, detailed knowledge of Navy weapon systems and the acquisition needs with regards to manufacturing and producibility, and experience in transferring and implementing manufacturing technology developments. PTI is uniquely qualified in that they have acquired both a historical and futuristic prospective of the Navy program that is unique and essential. In addition, they have conducted most of the research into Navy weapon systems current and future needs and developed a strategy for the MANTECH program to impact those needs in a timely and highly integrated and cooperative manner. Therefore, the Navy considers PTI to be the only responsible source. This contract will be for a base year plus two one year options. The contract type: cost plus fixed fee, level of effort. (0123)
