Department of Health and Human Services is seeking small business
sources to provide assistance with the development of performance
measures for HHS programs. In order to perform, a firm must possess
knowledge of the highly specialized field of performance measurement
techniques, data sources, data collection, data validity and testing,
data base and records analysis, with respect to DHHS programs, and
demonstrate the firm possesses the specialized staff required to
perform those tasks. The firm must demonstrate the following: 1)
Understanding of how to design and carry out short-term projects to
assist government agencies in the development of public policy; 2)
Understanding of evaluation and performance measurement, including the
problems of developing measures for health and human service programs,
data sources for measuring performance goals and indicators, and issues
and methodologies related to verifying and testing the validity of
indicators and data for measuring performance as well as the clarity
and precision of their writing; knowledge of Government Performance and
Results Act, performance partnerships and outcome based measurement; 3)
Successful corporate experience in developing evaluations and
performance measures for programs; 4) Quality and completeness of the
plan for managing and staffing the delivery orders, including proposed
time availability of key personnel, commitment to quality control and
specific corporate experience in managing and staffing studies of this
kind; and 5) Demonstrate competence through training and experience in
evaluation and performance measurement and relevant management and
leadership expertise of the proposed Project Director and Delivery
Order leaders. Interested concerns must provide a detailed capability
statement not later than 15 calendar days after publication of this
notice. The contracting officer shall use the information received to
make a decision whether or not to issue any resulting solicitation as
a set-aside for small businesses or as an unrestricted solicitation. No
solicitation document is available and requests for a possible future
solicitation will not be processed. All information shall be submitted
