(310)297-0285 The FAA, Western-Pacific Region, has a requirement to
construct Localizer Antenna Array Station and Equipment Shelter
Foundations at Long Beach Airport, Long Beach, CA. All work shall be
accomplished in strict accordance with FAA specifications and drawings.
Work includes but is not limited to: Construct a concrete slab on grade
for the foundation of the Localizer Antenna Array; Install a Localizer
Antenna Array System (Government furnished); Install electrical
equipment, power and control cables in conduit (control cables
Government furnished); and perform other related work. Work includes
but is not limited to: Excavate utility trenches, install rigid PVC
ducts, power cables and control cables; Construct a reinforced concrete
slab on grade foundation (50' X 7.5') to be used as a support for an
eight-element Antenna Array System (Government furnished); Install an
eight-element Localizer Antenna Array System (Government furnished);
Upgrade existing equipment shelter building which includes a partition
wall, painting, floor tile, and other work (includes asbestos
removal); Furnish and install lightning protection and copper
counterpoise grounding systems for existing equipment shelter and new
antenna array; Furnish and install junction boxes and rigid steel
conduits; Furnish and install a ground marker system for the Localizer
Antenna Array. The estimated price range for this solicitation is
between $25,000 and $100,000.00. The Standard Industrial Classification
(SIC) Code for this solicitation is 1771, Concrete work. The Small
Business Size Standard is $7.0 million. This is an unrestricted
acquisition in accordance with the Small Business Competitiveness
Demonstration Program, Title VII of the Business Opportunity
Development Reform Act of 1988 (P.L. 100-656). A solicitation will be
issued on or about May 30, 1995, with bids due 30 days after issuance.

purposes for Minority, Women-Owned and Disadvantaged Business
Enterprises: The Department of Transportation (DOT), Office of Small
and Disadvantaged Business Utilization (OSDBU), has programs to assist
minority, women-owned and disadvantaged business enterprises to
acquire short-term working capital and bonding assistance for
transportation-related contracts. This is applicable to any eligible
prime or subcontract at any tier. The DOT Bonding Assistance Program
enables firms to apply for bid, payment, and performance bonds up to
1.0 million per contract. The DOT provides an 80 percent guaranty on
the bond amount to a surety against losses. Loans are also available
under the DOT Short Term Lending Programs (STLP), at prime interest
rates to provide accounts receivable financing. The maximun line of
