into noncompetitive negotiations with GEC Marconi, 164 Totowa Road,
Wayne, NJ 07474-0975 for the acquisition of 167 AN/ASN-157 DNSs over an
initial four (4) year period for use in the AH-64C/D Longbow Apache
Helicopter. Production qualification testing and prototype installation
have been accomplished for the AN/ASN-157. DNS delivery to commence
nine (9) months after contract award, with a maximum rate of six (6)
sets per month to meet anticipated Army and other service requirements
for FY-95 through FY-98. The proposed acquisition will include
publications and documentation. The equipment offered in response to
the solicitation is required to meet the Government Product Fabrication
Specification AVCIA-1000, for the AN/ASN-157 Doppler Navigation Set and
the provisions of Installation and Acceptance Test Document
AV-IT-5845-001A. Only those potential offerors who can meet the total
technical and delivery requirements should respond. Offerors proof of
their ability to meet government requirements shall, as a minimum,
include the following: A. Equipment availability and validated bench
and flight (helicopter) test data to show the offeror's capability to
meet Apache Longbow operational requirements. B. Availability of
operational manuals (draft manuals acceptable). C. Ability to meet
government total delivery requirement commencing 9 months after award
of contract at an initial rate of one set per month escalating up to 6
sets per month for the fourth year. The production DNS to be procured,
in response to the formal Army solicitation shall, as a minimum have
the following capabilities: A. Meet the requirements of the government
Product Fabrication Specification, AV-CIA-1000, dated 10 September
1987 and revised 19 January 1994 for the AN/ASN-157 Doppler Navigation
Set and the provisions of Installation and Acceptance Document
AV-IT-5845-001A. B. Operate with any MIL-STD-1553B control unit. C.
Mechanical mounting characteristics such that the DNA can be mounted to
existing aircraft holes per AV-IT-5845-001A. D. Protected against
permanent damage and shall not incur lasting performance degradation
when exposed to electromagnetic fields of up to 200 volts/meter IAW
MIL-STD-461, RS03. Only those offerors with extensive Doppler
navigation design experience, and who can meet Army requirements should

the agency. The US Army Communications-Electronics Command (CECOM) has
established an Electronic Bulletin Board (EBB) to provide electronic
transmittal of Request for Proposals (RFPs) and Invitation for Bids
(IFBs) from Government to Industry Effective 1 October 1994, ALL
SOLICITATIONS ISSUED FROM Ft. MONMOUTH FOR ACQUISITIONS OVER THE SMALL
PURCHASES THRESHOLD WILL BE SOLICITED VIA THE EBB. All interested
parties wishing to do business with CECOM are invited to access,
operate, send and receive data from the CECOM EBB system. AFTER 1
OCTOBER 1994, ONLY THOSE PARTIES WHO Do NOT HAVE THE EQUIPMENT
NECESSARY TO ACCESS THE EBB WILL Be FORWARDED HARD COPIES UPON REQUEST.
HOWEVER, AS OF 1 JANUARY 1995, HARD COPIES WILL No LONGER BE
DISTRIBUTED. (Exceptions are Post, Camp, and Station acquisitions). All
interested parties wishing to do business with CECOM are invited to
access, operate, send and receive data from the CECOM EBB system. To
become a user of the EBB you will need an identifcation code and
password in addition to a computer terminal equipped with the necessary
hardware and software to interface with the EBB system. This hardware
and software required includes a computer, modem, telephone line,
communication software, word processing software and a printer. If one
intends to print downloaded files (after decompressing) a fast, higher
resolution printer is advantageous. The EBB itself is an IBM compatible
computer running commercial bulletin board software. The EBB is
equipped with Hayes Ultra 14.4 baud modems that are capable of
supporting other Hayes compatible 14,400 baud or lower modems. User's
computer must be equipped with a Hayes compatible 14.4 (or slower)
modem. (Baud rates less than 2400 are not recommended). The EBB runs on
MS-DOS Operating System Software. The majority of files will be created
and stored on the EBB in Microsoft's Word for Windows format since this
is the standard CECOM word processing software. If a file is not in
Word for Windows format, the file will be in Rich Test Format or ASCII
format--a format capable of being imported into Word for Windows.
While not required, a 17'' Super VGA monitor will better accommodate on
screen viewing of certain solicitation documents. Detailed information
regarding system requirements is contained in the US Army CECOM EBB
User's Manual. A User's Manual Identification Code and password will be
issued upon request. All requests must include 1) Company Name, 2)
