States Air Force, Electronic Systems Center (ESC) has defined
requirements for on-going systems and specialty engineering,
integration, and test support services in support of the E-3 Airborne
Warning and Control System (AWACS). The objective of this effort is to
(1) identify and evaluate technical alternatives to resolve current
and projected deficiencies affecting E-3 readiness and sustainability,
(2) propose appropriate technical solutions to current and projected
system performance deficiencies, (3) design, develop, test, and
integrate systems, subsystems, components, and test equipment, as
necessary, to meet specified requirements, to include guaranteed
overall system performance specifications and integration of
modifications and enhancements without impact to current performance
specifications. (See also the sources sought synopsis published in the
Commerce Business Daily, dated December 12, 1994.) ESC intends to
award this contract on a sole source basis to The Boeing Company,
Boeing Defense and Space Group, Aerospace and Electronics Division,
Seattle WA, as the sole prime contractor. Authority for this action can
be found in 10 U.S.C. ' 2304(c)(1), (only one responsible source and no
other supplies or services will satisfy agency requirements). Boeing
Defense & Space Group was selected as the sole source prime contractor
because of its qualifications, which includes the following:
comprehensive technical knowledge of the current U.S. E-3 system, to
include performance characteristics and limitations, ownership of E-3
technical data, to include airframe data associated with the 707
aircraft, familiarity with the unique E-3 developmental infrastructure,
to include facilities, laboratories, and test equipment, that enable
Boeing to begin immediate performance on any task requiring use of
these specialized facilities or equipment, and experience with large
scale avionics integration on complex command and control platforms. In
addition, Boeing has intimate knowledge of U.S. E-3 airframe, avionics,
and mission equipment. This knowledge includes: 1) a detailed
understanding of all current U.S. E-3 airframe, avionics and mission
equipment interfaces, 2) a thorough technical understanding of all
current U.S. E-3 upgrade programs and their impacts on existing
systems, 3) an in-depth understanding of the U.S. E-3 aircraft military
systems operating environment, and 4) intimate knowledge of the
functional, electrical, mechanical and environmental interdependencies
of the airframe, avionics, and mission equipment. Boeing also has
continual access to the Avionics Integration Laboratory (AIL),
Engineering Development Laboratory (EDL), Software Development
Laboratory (SDL), and the Software Support Facility (SSF) located at
The Boeing Company, Seattle, WA, for this effort. In addition, for any
modifications or upgrades requiring flight test, the E-3 test
aircraft, TS-3, is currently under a bailment agreement to the Boeing
Co. in Seattle, WA. The Government expects to award the contract on May
31, 1995, by means of a letter contract. Period of performance of the
total contract effort is currently projected at 60 months.
Subcontracting opportunities on the individual task orders are expected
and are strongly encouraged. Individuals or corporations interested in
potential subcontracting opportunities should identify their areas of
