NASA/KSC plans to issue a Request for Offer (RFO) for a Servohydraulic
Material Testing System (SMTS) to perform tension, compression, cyclic
and fracture tests of various materials. The SMTS frame must have: 2
columns, + 100 kN capacity, fatigue rated, movable cross-head, 500 mm
width and 1200 mm height test space, hydraulic lifts and locks, control
panel with up/down/stop buttons, and hydraulic service manifold for
connection to 20 Mpa (3000 psi) hydraulic power supply. The SMTS
actuator must have: + 100 kN capacity, 150 mm stroke, built-in LVDT
position transducer, and fatigue rated. The SMTS load cell must have:
+ 100 kN capacity and fatigue rated. The SMTS service manifold must
have: connection to 20 Mpa hydraulic power supply, 2 accumulators, 3
micron filtration, and 30 L/min servovalve. The SMTS digital control
system hardware must include: PID closed-loop control, 4 transducer
input ports, 2 DC and 1 AC signal conditioners residing outside
computer, and computer interface (computer not included). The SMTS
digital control system software must include: 4 input signals,
multitasking environment, high lever (higher than sub-routine level
line coding) programming module for general tensile/compression/cyclic
testing, user-modifiable crack growth module in full support of ASTM
E647 testing, on-line numerical and graphical display of data,
software-based daily calibration, auto-ranging, real-time change of
control parameters, report generation (printer not included) supporting
HP Laser Jet IV or equivalet Postscript printers, export of data to
Microsoft Excel, and digital I/O to start and stop hydraulic power
supply (user provided). The successful offeror shall include necessary
cables and piping, installation and training of 1 operator, and one
year warranty and software upgrades. Delivery is requested 120 days
after date of contract, FOB destination, Kennedy Space Center, FL. All
responsible sources may submit an offer which will be considered. This
procurement is being conducted under the NASA Midrange Pilot Test
Program approved by the Office of Federal Procurement Policy on April
15, 1993. Requests for copies of the RFO may be submitted in writing

about 15 days after this publication in the Commerce Business Daily.
