Blair, Contracting Officer, (405) 734-9399. The 38th Logistics Squadron
has a requirement for nonpersonal services for telecommunications
operations, maintenance and recurring support services of the base
telephone system (BTS) at Nellis AFB NV. The proposed contract is for
one year with four option years. The BTS includes the Nellis main base
areas and a remote site at Indian Springs located approximately 50
miles northwest of Nellis Main Base. The system consists of an AT&T
Definity G2.2 (Main Dial Central Office Switch, AT&T G2.2, which has
been upgraded from a System 85), AT&T DCSS (Digital Conferencing &
Switching System in the Command Post), NEC NEAX 2400 IMS (Lodging
Switch), AT&T Definity G2.2 (Hospital Switch), AT&T System 85 R2V3
(Area 2 Switch ), AT&T System 85 R2V3 (Indian Springs Switch), inside
and outside cable plant, and ancillary and customer premise equipment.
There are both commercial and Defense Switched Network (DSN) trunks,
hot lines, data circuits, radio circuits, and crash nets. This
acquisition is being conducted under a specific agency delegation of
GSA's exclusive procurement authority for FIP resources. The specific
GSA DPA case number is KAA-95-AD001. As an additional requirement under
this acquisition, the winning contractor must be eligible for a
facility clearance and contractor personnel working under the contract
must be U.S. citizens and eligible for access to classified
information. Competition is open to domestic and foreign sources.--All
responsible sources may submit a bid, which shall be considered.
Sources responding to this synopsis must indicate, in writing, whether
they are large or small, disadvantaged or women-owned business. For
this acquisition, a concern will be considered small under SIC 7378
with a size standard of $18,000,000.00. An Ombudsman has been appointed
to hear concerns from offerors or potential offerors during the
proposal development phase of this acquisition. The purpose of the
Ombudsman is not to diminish the of the program director of Contracting
Officer, but to communicate contractor concerns, issues, disagreements,
and recommendation to the appropriate Government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Interested

problems that have previously been brought to the attention of the
program manager and/or the Contracting Officer and could not be
