required shall provide the managerial, supervisory, administrative,
direct and overhead personnelnecessary to perform the work specified in
this contract, including the provision of all labor,
transportation,equipment, tools and materials, except as specified as
Government furnished, to provide health care facilityhousekeeping
services and certain housekeeping management functions at Naval
Hospital, Charleston, SC. Thisrequirement is a Cost Comparison Study in
accordance with OMB Circular A-76 to determine whether it is
costeffective to contract out these services or keep in-house
personnel. This is a negotiated procurement consistingof submission of
technical and price proposals. The contract will be for a base period
of twelve months, with twoone-year options. Total contract term not to
exceed 36 months. The Government reserves the right to award fora base
period of less than twelve months. The proposed contract is being
considered for 100 percent set asidefor Small Disadvantaged Business
(SDB) concerns and/or Small Business Concerns (SB). Interested SDB
concernsshould, as early as possible, but not later than 15 days of
this notice, indicate interest in the acquisition byproviding to the
Contracting Officer listed above evidence of capability to perform,
including performance andcredit references, former contracts of similar
size and complexity, and a positive statement of eligibility as a
smallsocially and economically disadvantaged business concern. If
adequate interest is not received from SDB or SBconcerns, the
solicitation will be issued on an unrestricted basis without further
notice. Therefore, replies to thisnotice are requested from all
interested concerns, as well as SDB concerns. The small business size
