Louis, Missouri. Job PCN: NMO37113. IFB o/a 06/01/95. Estimated Cost
Range: $150,000,000 to $160,000,000. Time for completion: 820 calendar
days from access to the site (approximately 1-2-96); Substantial
Completion: 4/1/98. Summary of Project: The scope of work in Bid
Package No. 2 includes elements that can be identified as the building
structural steel frame/floors, exterior building enclosure precast
base bid (limestone option), all interior fixed elements and finishes
and tenant fit-out; i.e., lobbies, waiting areas, elevators, toilets,
courtrooms, judges chambers, holding cells, jury rooms, attorney
conference/witness rooms, offices, fixed corridors, storage rooms and
below grade parking. This bid package shall also include all major
architectural elements, mechanical systems including electrical
chillers and district steam, fire protection, electrical, food service,
audio/visual and security elements, and exterior landscaping. In
compliance with Executive Order 12770, the building is designed and
will be constructed entirely with metric dimensions. The bidder, or
subcontractor used by the bidder, shall meet the competency
qualification requirements for elevator maintenance and membrane
roofing competency as specified in Section 00120 of the specification.
Proposals will include a base bid, 169 unit prices for tenant fit-out
and 19 options. A pre-bid conference is scheduled for Wednesday, June
21, 1995, at 1:30 p.m. (local time) at the U.S. Courthouse, 1114
Market Street, Room 802, St. Louis, Missouri. Bidders have a
responsibility to review all the documents and provide bids based on
the entire package. Specifications will be available from the General
Services Administration at no cost. Contact Karen Poole at

(816)926-3571. Drawings will be available for review at plan rooms at
no cost. There are ten volumes of drawings in the complete set. Volumes
of drawings may be purchased individually. The cost for the entire set
of drawings is $838. Cost of drawings is non-refundable. Bidders
interested in obtaining drawings will need to make financial
arrangements directly with Sandmeyer Services at (816)822-1705, FAX
(816)361-0090. The planholders list will be based on only those
requesting the specification. Technical questions should be directed to

Law 95-507 requires the bidder, if a large business, selected for any
award over $1,000,000 to submit a subcontracting plan. The
subcontracting plan must include separate percentage goals for using
small business concerns, small disadvantaged business concerns and
small women-owned business concerns as subcontractors. All responsible
sources may submit a bid which will be considered by the agency. See
