prequalification statements from prime contractors interested in being
placed on a prequalified contractors list for construction of new
facilities and major renovations of existing owned or leased facilities
in the following counties in Northern California: Alameda, Contra
Costa, Napa, Solano, Alpine, Amador, Butte, Calaveras, Colusa, El
Dorado, Glenn, Lassen, Nevada, Placer, Plumas, Sacramento, San Joaquin,
Shasta, Sierra, Siskiyou, Stanislaus, Sutter, Tehama, Trinity,
Tuolomne, Yolo, Yuba, Del Norte, Humboldt, Lake, Marin, Mendocino,
Sonoma, San Francisco, San Mateo, Santa Clara, Monterey, San Benito,
Santa Cruz, Fresno, Kern, Kings, Madera, Mariposa, Merced, Santa
Barbara and Tulare. No fewer than three and a target number of seven of
the most highly qualified prime contractors will be placed on the
prequalified contractors list. The list will remain effective for one
year from notification of placement on the list. Selected contractors
will be requested to submit cost proposals for projects which will be
staggered throughout the year. The contractors will have the option to
submit a cost proposal on one or all of the projects. The Postal
Service reserves the right to delete from the prequalified contractors
list any contractor who is no longer deemed to be responsible or is
otherwise ineligible to receive a contract award. In the event the
number of prequalified contractors is not sufficient to ensure adequate
competition, the Postal Service reserves the right to prequalify
additional contractors who will be eligible to receive solicitations
for the remaining projects. Interested prime contractors may obtain a
prequalification package at no cost by submitting a written request to
Grace Batesting at the above address. The primary evaluation factors
that will be considered, and are of equal importance, are: comparable
construction experience, references from past clients, financial
stability (demonstrated financial resources adequate to accomplish the
proposed contracts), and capacity (current workload in relation to
company resources as indicated by uncommitted bonding capacity,
staffing, and other company resources needed to successfully complete
the proposed projects). The secondary evaluation factors that will be
considered, and are of equal importance, are: project management
(capability to provide construction of a new postal facility on a
USPS-owned or leased site or major renovations of existing USPS-owned
or leased facilities, minority business enterprise participation and
commitment, and company organization (demonstrated adequate experience,
accounting and operation controls, technical skills, and production and
property controls to accomplish the proposed projects).
Prequalification statements will not be returned. Interest firms are
encouraged to submit their prequalification statements via the U. S.
