non-competitive negotiation is proposed with E-Systems, ECI Division,
St. Petersburg, Florida because the Government does not possess a
complete functional specification and network interface control
documents of the JTT (formerly know as CTT) suitable to sustain a
competitive procurement. A complete functional definition of the JTT
interface with the networks was not purchased on prior JTT contracts
because the functional performance of the JTT, including the networks
and interface were being changed. The JTT/H3 and JTT/H-R3 are special
application Ultra High Frequency (UHF) Satellite Communication (SATCOM)
and Line of Sight (LOS) secure intelligence dissemination terminals to
be deployed as part of tactical systems. The terminals deliver
critical, time sensitive battlefield targeting information to tactical
commanders and intelligence nodes at all echelons, in near real time,
at collateral and system high security levels. The JTT/H3 is
interoperable with the Tectical Reconnaissance Intelligence Exchange
System (TRIXS), Tactical Information Broadcast Service (TIBS), Tactical
Related Applications (TRAP), and Tactical Data Information Exchange
System (TADIXS-B) networks. The proposed effort is an LRIP production
effort for 17 ea JTT/H3 and 2 ea JTT/H-R3 with initial spares, 5 ea JTT
Operator Training Devices, and services for depot maintenance and
integration support. JTT depot maintenance and integration support
services shall commence upon contract award. This contract contains two
(2) options which may be exercised. Option I includes increased
quantities up to 33 ea JTT/H3 and 5 ea JTT Operator Training Devices in
FY 96. Option II includes up to 22 ea JTT/H3 and 36 ea JTT/H-R3 in FY
97. This contract will be a Firm-Fixed-Price (FFP) contract with
initial deliveries required 12 months after award. Depot Maintenance
and Integration Support will be on a Time and Materials basis. CONFLICT
OF INTEREST NOTICE: Prospective offerors are cautioned that they may be
ineligible if they have participated in the planning of this
requirement or if they contracted with the Government under the terms
of an Organizational Conflict of Interest. SEE NOTES: 22 THE U.S. ARMY
COMMUNICATION ELECTRONICS COMMAND (CECOM) has established an
Electronic Bulletin Board (EBB) to provide electronic transmittal of
Request for Proposals (RFPs) and Invitations for Bids (IFBs) from
Government to industry. EFFECTIVE 1 OCTOBER 1994, ALL SOLICITATIONS
ISSUED FROM Ft. MONMOUTH FOR ACQUISITIONS OVER THE SMALL PURCHASE
THRESHOLD WILL BE SOLICITED VIA The EBB. AFTER 1 OCTOBER 1994, ONLY
THOSE PARTIES WHO DO NOT HAVE The EQUIPMENT NECESSARY TO ACCESS THE EBB
WILL BE FORWARDED HARD COPIES UPON REQUEST. HOWEVER, As OF 1 JAN 95
HARD COPY WILL NO LONGER BE DISTRIBUTED. (Exceptions are Post, Camp and
Station acquisitions.) All interested parties wishing to do business
with CECOM are invited to access, operate, send and receive data from
CECOM EBB system. To become a user of the EBB, you will need an
identification Code and password in addition to a computer terminal
equipped with the necessary hardware and software to interface with the
EBB system. Detailed information regarding system requirements is
contained in the U.S. Army CECOM EBB User's Manual. A User's Manual,
Identification Code and Password will be issued upon request. All
requests must include 1) company name, 2)point(s) of contact name(s)
and title(s), 3) return address(es), and 4) telephone number(s). Please
