26 -- PROCUREMENT OF RADIAL PLY TREADWEAR COURSE MONITORING TIRES SOL DTNH22-95-R-01164 POC Henrietta R. Mosley, Contract Specialist, (202) 366-9570 The National Highway Traffic Safety Administration (NHTSA) intends to solicit and negotiate a contract with Uniroyal Goodrich Tire Company for a base year period and three (3) option year periods for the purchase of Uniroyal Tiger Paw Plus, ASTM Standard Reference Tires. The proposed effort will require building Uniroyal Tiger Paw Plus ASTM Standard Reference Tires E1136, black sidewall, one ply polyester cord carcass, two ply steel cord belt material, standard range. These tires are to be used as the Course Monitoring tires in the Uniform Tire Quality Grading Standards, Part 575.104. Specifications: (1) The tread compound of these tires must be of current state-of-the-art recipe, but must contain no natural rubber. (2) They are to be built consecutively from single supplies of raw materials. (3) Tread stock must be from a single masterbatch. (4) Identical molds giving the same anti-skid tread depth must be used. The basis of acceptance for these tires by NHTSA is that the average Coefficient of Variation (Cv) of the wear rate for a representative sample of the tires be less than five percent (5%). The average CV will be determined from the wear rates of 4 tires on a single car. The definition of CV is: Standard Deviation of wear rate of 4 tires divided by average wear rate of 4 tires times 100. The wear rate is determined according to Part 575.104, uniform tire quality grading standard, paragraph (3), Treadwear Grading Conditions and Procedures. Other interested parties believing they can provide the necessary labor, materials, facilities and personnel to furnish the items set forth above must respond to this announcement within fifteen (15) days after its appearance in the CBD. Responses must include a capability statement describing facilities, personnel and other features showing how the above stated requirements would be met. This is not a request for proposal nor is an RFP available. All capability statements submitted will be considered. In the absence of responses from firms who believe they have the capability to perform this requirement, or if no affirmative offers are received within the time specified, herein, negotiation on a sole source basis will commence with Uniroyal-Goodrich Tire Company.
