is an acquisition for two LLDR Demonstrator Systems to be used to
evaluate competitive integration concepts, obtain user feedback on
systems configuration and features through field evaluations, and to
investigate integration concepts to digital battlefield. This will be
a best value award. A cost share type contract is anticipated with one
systems from contractor to be leased (rent free) to the Government for
a period of one year. LLDR will then be leased for a period of six
months with an option to extend the lease up to an additional 18 months
and an option to purchase up to an additional 50 units. All responsible
sources may submit a proposal which shall be evaluated. No telephone or
other requests for procurement history shall be accepted. The U.S. ARMY
COMMUNICATIONS ELECTRONICS COMMAND (CECOM) has established an
Electronic Bulletin Board (EBB) to provide electronic transmittal of
Request of Proposals (RFPs) from Government to Industry. EFFECTIVE 1
OCTOBER 1994, All SOLICITATIONS ISSUED FROM FORT MONMOUTH FOR
ACQUISITIONS OVER The SMALL PURCHASE THRESHOLD WILL BE SOLICITED VIA
THE EBB. AFTER 1 OCTOBER 1994, ONLY THOSE PARTIES WHO Do NOT HAVE THE
EQUIPMENT NECESSARY TO ACCESS THE EBB WILL Be FORWARDED HARD COPIES
UPON REQUEST. HOWEVER, As OF 1 JANUARY 1995 HARD COPY WILL NO LONGER BE
DISTRIBUTED. (Exceptions are Post, Camp and Station acquisitions.) All
interested parties wishing to do business with CECOM are invited to
access, operate, send and receive data from the CECOM EBB System. To
become a user of the EBB you will need an identification cose and
password in addition to a computer terminal equipped with the necessary
hardware and software to interface with the EBB System. The hardware
and software required includes a computer, modem, telephone line,
communication software, word processing software and a printer. If one
intends to print downloaded files (after decompressing) a fast, higher
resolution printer is advantageous. The EBB itself is an IBM compatible
computer running commercial bulletin board software. The EBB is
equipped with Hayes Ultra 14.4 band modems that are capable of
supporting other Hayes compatible 14,400 band or lower modems. User's
computer must be equipped with a Hayes compatible 14.4 (or slower)
modem. (Baud rates less than 2400 are not recommended.) The EBB runs on
MS-DOS Operating System software. The majority of files will be created
and stored on the EBB in Microsoft's Word for Windows format since this
is the standard CECOM word processing software. If a file is not in
Word for Windows format, the file will be in Rich Text Format or ASCII
format -- a format capable of being imported into Word for Windows.
While not required, a 17'' Super VGA monitor will better accomodate on
screen viewing of certain solicitation documents. Detailed information
reqarding system requirements is contained in the U.S. ARMY CECOM EBB
User's Manual. A User's Manual, Identification Code and Password will
be issued upon request. All requests must include 1) Company Name, 2)
Point(s) of contact name(s) and title(s), 3) Return address(es), and 4)
Telephone number(s). Please send your request in writing to either Mr.
