The National Cancer Institute plans to procure on a SOLE SOURCE basis under authority of FAR 6.320-1, in accordance with 41 U.S.C. 253(c)(1), a Modified Advanced Flow Cytometry Data System from Systex Inc., 10000 Virginia Manor Rd., Park Place Suite 350, Beltsville, MD 20705. A Delegation of Procurement Authority (DPA) is pending. The purpose of this procurement is to develop, and maintain during development, the Modified Advanced Flow Cytometry Data System for the Experimental Immunology Branch (EIB), Division of Cancer Biology, Diagnosis and Centers (DCBDC), National Cancer Institute (NCI). Flow cytometry is a unique technology which provides rapid, quantitative, multi-parametric analysis of individual cells. Because the technology is unique, the data produced presents a unique combination of problems. NCI contracted with Systex, Inc, to develop an Advanced Flow Cytometry System which provides throughput and functionality not available in commercially available flow cytometry data systems. This system developed new software and integrated existing software packages to produce a comprehensive data system compatible with EIB flow cytometry instrumentation, particularly the Becton-Dickinson Immunocytometry Systems (BDIS) FACSTAR PLUS. The system consists of customized software, specialized hardware configurations, and specialized operating system configurations necessary to provide complete data acquisition, data storage and retrieval, data analysis, and data output capabilities for flow cytometry instrumentation within the EIB. In this procurement, the Modified Advanced Flow Cytometry system shall consist of additions and modifications to the above described system. The Advanced Flow Cytometry Data System is a unique, highly- specialized, comprehensive data system which has been developed by SYSTEX, Inc. Only SYSTEX, Inc. can provide the technical knowledge and expertise necessary to produce the Modified Advanced Flow Cytometry Data System since they are the developer of this specialized system. It is estimated that the Modified Advanced Flow Cytometry system will be completed in 5 years. Due to the above requirements and the unique capabilities of Systex, there is no other known vender to meet NCI's requirements. It is the Government's belief that the above requirements can only be met by Systex, Inc.. This notice of intent is not a request for competitive proposals, however, if an interested party believes they can meet the above specifications, they may submit a statement of capabilities. Information furnished shall include enough material, in sufficient detail, to perform a proper evaluation of their ability to perform. Closing date is 45 days after publication of this notice.
