Development sources are sought in support of Rome Laboratory, Antenna
and Components Division (RL/ERA), to develop and apply state-of-the-art
analysis, computational, and coding techniques to solve a variety of
theoretical and experimental problems in electromagnetics. In this
program, elements of advanced electromagnetic theory, physics, and
computational, numerical, and statistical techniques, will be applied
to problems such as target detection in heavy clutter environments and
the development of neural networks for the control of phased arrays.
Contractor will analyze data for communications and surveillance
propagation experiments, reduce and reformat data tapes for analysis on
computer work stations, and examine HF propagation phenomena for HF
communications and surveillance. Investigate the stability and
operations of coupled Josephson Junction arrays with respect to
variations in junction and biasing parameters. Contractor will maintain
and service the Rome Laboratory Electromagnetic Directorate software
and hardware components of a heterogenous computer network of personal
computers, UNIX workstations, and antenna experiments. This includes
administering file systems, adding and removing users, hardware, and
software, executing backups, maintaining system security,
troubleshooting system and user problems. Technical problems need to be
addressed in such diverse areas as scattering of EM radiation,
propagation of HF and VHF radio waves, antenna technology, detection
and recognition of targets and radar system performance evaluation. The
research effort is part of a thirty-six (36) months program requiring
collocation of contractor personnel at Hanscom AFB, MA for close day to
day interface with Rome Laboratory research staff. Security Clearances
up to the level of Secret will be required of the successful bidder or
offeror. Offerors should also indicate their status if qualified as
socially or economically disadvantaged. Each offeror responding to this

Information on file at ESC/BC must be supplemented to document the
capabilities in the above stated areas. An Ombudsman has been appointed
to hear concerns from offerors or potential offeror during the proposal
development phase of this acquisition. The purpose of the Ombudsman is
not to diminish the authority of the program director or contracting
officer, but to communicate contractor concerns, issues, disagreements,
and recommendations to the appropriate government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Interested
