Contract Specialist, (202) 366-9557 The objective of this procurement
is to develop improved in- vehicle alcohol detection procedures that
can enable police, stationed at checkpoints, to identify motorists who
are likely to be violating a driving after drinking law and should be
investigated further. The Contractor shall review existing literature,
hold discussions with police, obtain information on possible
constraints, and collect data from drinking drivers to identify
potentially useful driver interview procedures. The most promising
alcohol interview procedures will then be developed and police will be
trained on how to use them for determining whether motorists stopping
at checkpoints may be alcohol impaired. A field test will be conducted
at sorbriety checkpoints to determine whether detection rates are
improved for the trained officers. The proposed contract will be
awarded with a period of performance of twenty-four (24) months on a
cost reimbursable basis. The solicitation will be mailed to those
organizations responding in writing to this announcement. Written
request for this solicitation must be accompanied by two (2)
