B -- DEVELOP AND TEST COUNTERMEASURES FOR REPEAT DWI OFFENDERS SOL DTNH22-95-R-05050 DUE 071495 POC Rose Watson, Contract Specialist, (202) 366-9557 The objectives of this procurement are to: (1) Develop (or modify) a promising countermeasure for use with repeat DWI offenders to deter driving after drinking; and (2) Field test the developed countermeasures in at least two sites. Based on information learned from NHTSA research on repeat DWI offenders, the shall Contractor identify promising countermeasures for use with this target population. The Contractor shall develop a selected countermeasure (or modify an existing countermeasure) well enough to use ''in the field'' (e.g., materials produced and copied, persons trained, facilities available). The Contractor shall then implement the countermeasures and assess its effectiveness in at least two sites. A cost reimbursable type contract is anticipated with a period of performance of eighteen (18) months. The solicitation will be mailed to those organizations responding in writing to this announcement. Written request for this solicitation must be accompanied by two (2) self-addressed mailing labels.
