The National Highway Traffic Administration (NHTSA) has a requirement
to develop a screening test instrument that can be used by court
personnel to correctly categorize adult and adolescent offenders
convicted of driving while intoxicated. The Contractor will either
modify an existing instrument or create a new one. This instrument will
then be pretested, and, if the results from this pretest are promising,
the instrument will be refined and validated in a court setting with
convicted adolescent and/or adult DWIs to determine how accurate it is
in discriminating between problem and non problem drinkers. The
anticipated period of performance is 24 months. The solicitation will
be mailed to those organizations responding in writing to this
announcement. The anticipated Issue date for this solicitation is May
