(304)529-5620 1. CONTRACT INFORMATION: Construction quality assurance
inspection is required for construction projects located within the
Huntington District boundaries. An indefinite delivery contract will be
negotiated and awarded for a one year period with one option year.
Individual, fixed price delivery orders will not exceed $150,000 and
the annual ceiling for the base year and the option year is $750,000.
Contract is anticipated to be awarded July 1995. This announcement is
open to all businesses regardless of size. The wages and benefits of
service employees (see FAR 22.10) performing under this contract must
be at least equal to those determined by the Department of Labor under
the Service Contract Act. 2. PROJECT INFORMATION: Services required
may consist of but are not limited to (1) Inspection of concrete
mixing, batching and placing and QA testing of concrete; (2) Inspection
and QA testing of earthwork, (3) Inspection and QA testing of
mechanical systems; (4) Inspection and QA testing of electrical
systems; (5) QA report preparation and reporting; (6) QA inspection of
contract safety on construction sites; and (7) QA quantity and
alignment surveys of various construction sites during construction. 3.
SELECTION CRITERIA: The selection criteria are listed below in
descending order of importance. Criteria a-d are primary. Criteria e
and f are secondary and will only be used as ''tie-breakers'' among
technically equal firms. (a) Personnel experienced in performing
inspections on the following criteria: concrete mixing; batching and
placing; testing of earthowrk; testing of mechanical systems; testing
of electrical systems; report preparation and reporting; contract
safety of construction sites; and quantity and alignment surveys of
various construction sites during construction, (b) Specialized
experience and technical competence in performing Quality Assurance
inspections for construction projects, (c) Ability to furnish
sufficient experienced and qualified construction inspectors for 4
separate contracts, (d) Past performance on DoD and other contracts
with respect to construction inspection and quality assurance, (e)
Geographic proximity to the Huntington District, (f) Current
workload-volume of DoD contracts. 4. SUBMISSION REQUIREMENTS: See Note
24 for general submission requirements. Interested firms having the
capabilities to perform this work must submit a completed SF 255 (11/92
edition), and a copy of SF 254 (11/92 edition) for the prime firm and
all consultants, to the above address not later than the close of
business on the 30th day after the date of this announcement. If the
30th day is a Saturday, Sunday, or Federal holiday, the deadline is the
close of business of the next business day. Include the firm's ACASS
number in SF 255. No other general notification to firms will be made
and no further action is required. This is not a request for proposal.
