Firms must meet registration, licensing, and permit requirements from Texas and New Mexico. Proposed subcontractor must meet all professional registration, licensing, and permit requirements in Mexico. Firms must have required disciplines and specialists in Mexico. Firms must have required disciplines and specialists such as: civil, structural, mechanical, process, electrical, environmental engineers, other technical personnel such as CAD and wastewater sampling technicians, economists, energy or public utilities consultants, etc., either in-house or through association with qualified consultants.
