Atkins, 205-895-1163. The U.S. Army Engineer Division, Huntsville,
intends to procure, on a sole source basis, the services of a cost risk
analyst for evaluating and testing software (yet to be developed) that
will provide Corps of Engineers cost engineers the capability to
perform risk analysis on construction projects for budgeting and cost
estimating. The analyst must be familiar with the use of IBM compatible
microcomputers operating on a disk operating system (DOS 3.0 or higher)
and with current Corps of Engineers cost estimating software. The
software program, which will be developed under a separate procurement
action, to be evaluted must be capable of performing cost risk
analysis based on the Monte Carlo approach to produce lognormal
probability distribution using empiracal data. The proposed contract
will also contain provisions requiring the contractor to train Corps
cost engineers in the use of the program and to perform cost risk
analyses on selected Corps of Engineers construction projects. The
purpose of this announcement is to determine the availability of this
type of service. All responding vendors shall provide the U.S. Army
Corps of Engineers, Huntsville Division, with their experience and
abilities to evalute and test software developed, to train on the use
of the software, and to perform cost risk analysis on selected Corps of
Engineers projects. Such experience must include a knowledge of the
statistical approach to risk analysis, including performing risk
analysis of Corps of Engineers projects, and the Corps of Engineers
cost estimating system and cost estimating software, and other
information that will help assess vendor abilities. This is not a
request for proposals. However, any firm which can meet the requirement
is requested to submit, in writing, an affirmative response which
should include applicable pricing and any additional information
indicating bona fide ability to meet this specific requirement.
Responses should be furnished by 23 May 1995. Response should include
business size; standard industrial code for this action is 7379. For
purposes of this acquisition, any firm whose annual average gross
revenue for the last 3 fiscal years does not exceed $18 million is
considered a small business. All responsible sources may respond to
this synopsis, and all such responses will be considered by the agency.
