Catherine Kellington, Contracting Officer, (301) 443-4980, Center for
Substance Abuse Prevention CSAP intends to negotiate sole source
contracts with Alcohol and Drug Abuse Agencies of the States and
Jurisdictions of the United States who are recipients of Substance
Abuse and Treatment Block Grant to develop and conduct a family of
studies aimed at assessing their programatic and resource needs for
substance abuse prevention. 45 C.F.R. Section 96.133 requires States to
submit its best available data on the incidence and prevalence of drug
and alcohol and alcoholism as part of their Statewide assessment of
needs. Approximately 4 contracts will be awarded to States in each of
fiscal years 1995, 1996 and 1997 to conduct substance abuse demand and
needs assessment studies. Each award may be for up to three years.
This procurement is authorized under the authority of 41 U.S.C. 253
(c)(1) - Only one responsible Source. A request for proposal package
will be provided to each State and Jurisdiction. All proposals
submitted by responsible sources prior to July 10, 1995 will be
