Regional Contracting Dept, Fleet and Industrial Supply Center, Norfolk,
Virginia has a potential requirement for contractor's assistance for
laborers, some time in August of 1995, to provide the following
service: The Military Sealift Command, Middle Atlantic requires general
laborers to stow communication cables in the cable tanks on board the
USNS Zeus that will be moored to a pier in the vicinity of the Fleet
and Industrial Supply Center, Cheatham Annex, Williamsburg, VA. The
Government will provide special gloves to every workers and provide
paid training to each worker on the first day of the operations. The
Contractor shall provide employees equipped with safety shoes and hats.
The contractor shall provide employees who have demonstrated
punctuality and consistent attendance in their work histories. The work
to be performed is physical stowage of communication cables in the
cable tanks on board the USNS Zeus. The cable tank is approximately 20
feet high. The cable is 1/2 inch thick and weights .218 lbs per foot.
The cable will be bought to the tank by government personnel and will
be feed to contractor's employees. The physical movement of the cable
to the tank is automated and government employees will operate the
equipment. The employees assigned under this statement of work will
physicall coil cable within the tank and perform in rotation, other
less physically demanding work as, for example, acting as ''lookouts''
at key junctures of the cables movement and servicing as safety
observers. The total effort shall commence on or before (Date to be
provided) and continue for period of approximately 30 days or until
completed. The government shall have the option of stopping the effort
sooner, if stowing completes sooner, or continuing the effort up to a
maximum of 40 days. There shall be three shifts a day, seven days a
week. Twenty-four (24) laborers/first eight-hours shifts/twenty-four
(24) and twelve (12) laborers for each of the other two eight-hour
shifts, respectively. The government shall reserve the right to vary
the number of laborers by (+ or -) 25% with adequate notice time to the
contractor. A SITE VISIT is being held ONLY on 18 May 1995, contractors
