LaCivita, (415)744-3342.. Indefinite Delivery Order (IDO) Contract for
Environmental Services within the San Francisco District Army Corps of
Engineers boundaries, generally being the coastal drainage basins in
California from northern San Luis Obispo County to the Oregon border,
plus the Klamath River drainage basin in Oregon. Environmental
research, planning and report preparation, including preparation of
federal environmental statements and assessments may be required under
the contract. A general scope of services and cost rates for task
performance will be negotiated prior to contract award, with specific
scopes of work issued and level of effort negotiated during the course
of the contract. Applicable SF 254 experience profile codes are
(environmental aspects) 001, 004, 019, 020, 028, 033, 037, 038, 041,
042, 047, 059, 078, 079, 088, 092, 095, 097, 099, 102, 104, 107, 110,
114, 115 and 117. Item 4 of SF 255 shall indicate personnel strength of
the principal firm at the office where work is to be accomplished.
Additional personnel strength, including consultants, may be indicated
parenthetically. To be considered for selection, you must note in
Block 10 of the SF 255 all DOD contracts awarded to your firm and all
affiliates (do not include consultants) during the last 12 months along
with the dollar amount of the awards and the total amount awarded. This
announcement is open to all businesses regardless of size. If a large
business is selected for this contract, it must comply with FAR
52.219-9 regarding the requirement for a subcontracting plan on that
part of the work it intends to subcontract. The subcontracting goals
for this contract are that a minimum of 40% of the contractor's
intended subcontract amount be placed with small businesses, including
small disadvantaged businesses, and 8% be placed with small
disadvantaged businesses. The subcontracting plan is not required with
this submittal. The A-E Pre-Selection Board will use a numerical
scoring system to establish maximum scores for each firm on each of the
six evaluation criteria stated in relative importance in Note 24
including the following sub-criteria: Criteria 1 thru 5 are primary.
Criteria 6 thru 8 are secondary and will only be used as tie breakers
among technically equal firms. 1. Professional Qualifications: General
Biology, Marine Biology, Civil and Geotechnical Engineering,
Economics, Air & Water Quality, Environmental Resource Planning,
Wetlands and Aquatic Ecology, Archaeology and Anthropology. The
evaluation will consider education, training, registration, overall and
relevant experience, and longevity with the firm. 2. Specialized
Experience and Technical Competence: (a) Documented experience in NEPA
or other federal environmental documents (as 404 reports, Section 7
consultations); (b) documented experience in specialized environmental
studies on such subjects as fishery, marine, or wetland biology, land
use planning, historic preservation, etc.; (c) documented experience
in breadth and level of in-house environmental, report writing and
editing expertise; (d) familiarity with IBM-compatible programs
''Harvard Project Manager'' and ''Lotus 1-2-3''; (e) must be capable of
preparing reports with IBM-compatible ''Multimate'' or Wordperfect word
processing programs. 3. Capacity to Accomplish Work in Required Time:
Ability to meet the schedule of the overall project and/or certain
phases. Ability to provide a minimum number of teams for data
collection or surveys. Ability to accomplish a certain number of
delivery orders simultaneously for an ID contract. 4. Past Performance:
Demonstrated ability to meet cost and scheduling requirements. 5.
Knowledge of Locality: Knowledge of California and Oregon State Plane
Coordinate Systems. 6. Extent of participation of small business, small
disadvantaged business, historically black colleges and universities,
and minority institutions in the proposed contract team, measured as a
percentage of the total estimated effort. 7. Volume of DOD contract
awards in the last 12 months as described in Note 24. 8. Geographic
Location: Location of the essential staff for this project (or a
commitment to locate) in the general geographical area of the projects.
The A-E Selection Board will use the same numerical scoring system as
the A-E Pre-Selection Board. Those firms qualified to provide the
services described in this announcement and submitting SF 254 and SF
255 to reach this office no later than the 30th day after the date of
this publication will be considered for selection. An estimated
indefinite delivery order contract is expected to be awarded for a 12
month period starting on or about 95 Nov 01. Cumulative total for all
work orders will not exceed $750,000. for the term of the contract and
each work order will not exceed $150,000. This contract may be renewed
for an additional one year period with an additional ceiling of not to
exceed $750,000. Submission of examples of related work is encouraged
