Services to develop a Mutual Mortgage Insurance Fund (MMIF) decision model that will be more useful to FHA for analytical purposes; be operable by FHA under the streamlined staffing configuration expected in the future; be used to conduct MMIF actuarial policy and underwriting reviews; and, apply micro-simulation to fully model the cash flows of the MMIF. In addition, provide a model of the housing market generally that is sufficiently comprehensive to simulate household choices among FHA loans, completing mortgage insurance, and non-insurance alternatives, and, assist in developing FHA policy and program structure. It is anticipated that this requirement will result in an award of one contract. The performance period is twenty-four (24) months. The solicitation will be available on/or about May 31, 1995.
