Pre-Solicitation: The projects covered by this statement consist of furnishing all plant, labor, supplies, equipment, materials and transportation to perform various minor construction and repair jobs. THERE ARE NO PLANS AND SPECIFICATIONS. All work is to be performed at Barnes Air National Guard Base, Westfield, MA and Worcester Air National Guard Station, Worcester, MA. It is anticipated that the greater percentage of the work shall be accomplished at Barnes ANG Base. Interested firms would be submitting a bid for a coefficient that will be used as a multiplier against the R.S. Means book identified in the solicitation, as well as the city factor multiplier for Springfield, MA. Possible projects under the resultant contract include, but are not limited to: Replace Roof, Replace Doors and Windows, Relocate LOx Facility, Construct Refueler Parking, Paint Various Facilities and Repair Fencing. The contract performance period consists of one (1) base year period, with four (4) additional option years to be utilized at the Government's discretion. The JOC is an Indefinite delivery/Indefinite quantity contract with an estimated dollar value of $5,000,000. Minimum guarantee is $5,000. Individual delivery orders shall not exceed $300,000. In order to be considered eligible for award, bidder must be located within seventy (70) miles of Barnes ANG Base, or be willing to move their operations (manpower and equipment) within this geographical area. This project is being considered for 100% set-aside for Small Disadvantaged Business (SDB) concerns. Interested SDB, ESB's and Small Businesses should notify this office, in writing, of their interest to bid the project as a prime contractor as early as possible but no later than 22 May 1995. All written responses must include a positive statement of eligibility as a small socially and economically disadvantaged business concern under SIC Code 1542, ''General Construction''. If adequate interest is not received from SDB concerns, the solicitation will be issued on an unrestricted basis without further notice. Therefore, replies to this office are still requested from all business concerns regardless of business size or status.
