COMMERCE BUSINESS DAILY ISSUE OF MAY 10,1995 PSA#1343NASA, John F. Kennedy Space Center, Kennedy Space Center, FL 32899 41 -- PORTABLE PURGE UNITS SOL RFQ RB95-117 DUE 062295 POC Robert
Bohacs, LSO-360, Kennedy Space Center, FL 32815. Lockheed Space
Operations Company (LSOC), a NASA Prime Contractor at Kennedy Space
Center (KSC), FL, seeks sources capable of providing the following
requirements: fabrication, assembly, cleaning, painting, testing, and
delivery to KSC of two (2) Portable Purge Units (PPU) with one unit to
be delivered this fiscal year (FY-95) and one unit to be delivered in
FY-96. In addition, LSOC requires an option of one additional unit in
FY-96 and two additional units in FY-97. LSOC will provide the chiller
and compressor and other miscellaneious long lead items as
Government-Furnished Property, plus a complete set of assembly drawings
with KSC specifications. Each PPU will have a three hundred (300) ton
rotary screw water-cooled chiller using HCFC R-22 as the refrigerant,
eight (8) condensing coils with circular pump, a chilled water coil
with circulation pump. The cooling fluid shall be 75 percent water and
25 percent glycol by weight. The compressor will deliver 500 lbs. per
minute dry air at 4 PSIG. The heat of compression will be removed by
two (2) absorption heat pipe assemblies located upstream of the cooling
coil and discharging to atmosphere through two (2) rejection heat
pipes. The inlet air will be filtered with throw-away and bag filters.
The supply air shall pass through the compressor, heat pipe, cooling
coil, carbon filter and HEPA filter to a plenum. A by-pass duct shall
return a portion of the conditioned air to the intake of the
compressor. The plenum discharges air into four (4) duct assemblies,
each containing an electric heater, a venturi flow meter, flow and
temperature transducers and flow control valves. Cooling coil
condensate will be sprayed upon the heat pipes and condenser coils.
Materials of construction are: carbon steel for structure, copper
tubing.aluminum fin coils, PVC, copper and stainelss steel tubing. Two
electrical cabinets, one power and one control, are requried. The PPU
control system shall consist of a programmable logic controller (PLC)
with LCD monitor. LSOC will provide the software. Facility
requirements shall be an enclosed structure, preferably temperatur
controlled atmosphere with a Class 100,000 assembly area. Prospective
offerors must be NASA-approved for cleaning to KSC-C-123, Rev. G,
specification, or use a NASA-approved firm for cleaning. Facility
requirements for electrical control cable fabrication shall be per KSC
STD-132, Standard for Potting and Molding Electrical Cable Assembly.
The anticipated period of performance will be 120 days after award.
Each task associated with this project shall be in accordance with the
engineering drawings, specifications and standards included in the
solicitation and resulting contract. It shall be the responsibility of
the successful offeror to provide all necessary supervision, labor,
tools, supplies and equipment (except GFP), and security required for
successful completion of this project. A property management system
adequate for protection of Government property is required. Interested
firms should submit, in duplicate, a statement of capabilities in
sufficient detail to establish bona fide capability to meet the
technical requirements set forth herein. Requirements are experience
and expertise in precision fabrication, welding, sheet metal works,
tube bending, refrigeration, assembly, electrical power and controls
installations and industrial type PLC/computer installation.
Indications of interest and capabilities data must be submitted to each
LSOC no later than 052295. Address Lockheed Space Operations Company,
