displays) 6FEP-CO-CM-960160. The purpose of this notice is to seek
additional manufacturing sources and to encourage interested bidders to
obtain the required testing and Brand Name or Equal determinations
prior to the issuance of the new solicitation. Emphasis on testing
requirements is directed towards NSNs 5120-00-169-2986;
5120-00-482-2543. Other NSNs involved: 5120-00-337-9652;
5120-00-506-9092 and 5120-00-574-9318. The Government intends to
solicit bids for 2 year term contracts, indefinite quantities, with 3
one year options to extend covering period 10/1/96 - 9/30/2001. NSNs
5120-00-169-2986; 337-9652 and 482-2543 will be for direct delivery
only to GSA customers. Other NSNs will be direct delivery and stock
purchases. (NSNs currently have contract coverage through 9/30/96).
Solicitation will issue on or about June 1996 and close 30 days later.
NSN 5120-00-337-9652 is a GSA Drawing dated 10/10/90. Other NSNs are
Brand Name or Equals. NSNs 5120-00-506-9092 and 574-9318 must meet
dimensional requirements as specified in GSA Drawings and ANSI
B107.4-1982. NSNs 5120-00-169-2986; 482-2543; and 337-9652 will require
first article testing in accordance with pre-established testing
requirements. Testing requirements consist of, but are not limited to,
temperature compensation; accuracy (digital display); maximum overload
torque output; maximum input torque to develop rated torque output;
fungus resistance (in accordance with MIL-STD-454 (Requirement 4) or
MIL-T-13867). Contractor certification of testing may be acceptable
instead of first article if all of the required testing has been met
and a report of such testing is made available along with evidence of
prior satisfactory tool performance. Additionally to be noted: Bidders
offering other than Brand Name Items identified in the Item Purchase
Descriptions must furnish with their bids adequate descriptive
literature. In order for the Government to make an ``or equal''
determination of the offered product(s), the furnished information must
delineate each applicable characteristic, unit of measure, and test
method of the offered product(s) directly correlated to each of the
requirements delineated in the Item Purchase Description. Failure to
furnish this information will result in th bid being non-responsive or
may be considered as unacceptable for award in a negotiated
procurement. The number of sample wrenches for lot examination prior to
shipping will be specified in the contracts. Some wrenches require
accessories and carrying cases. Delivery will be no more than 120 days
