The Naval Air Warfare Center Weapons Division, Point Mugu, California intends to award a contract on a sole source basis to Hewlett-Packard Co., 5805 Sepulveda Blvd, STE 800, Van Nuys, CA 91411 for upgrade of existing HP8510B and HP8510C to HP8530A Network Analyzer to perform stand alone antenna and Radar Cross Section (RCS) measurements while retaining Network Analyzer capability. The system upgrade and installation shall take place at NAWCWPNS Point Mugu. The upgraded system shall have the following characteristics: Frequency range of 2.0 to 20 GHz; Min Detectable signal of -90 dBm without averaging, up to 1024 averages per measurement; Input shall be less than or equal to 10 dBm max., front panel 3.5mm female connector; Stimulus, the system shall use and control one of the existing HP8360 or HP8340 sweep synthesizers as the primary frequency source, all connections shall be compatible with standard SMA connectors; RCS Functions: RCS calibration, RCS data acquisition, RCS vs angle, Down-Range time, RCS vs frequency, with built in plot to an IEEE-488 plotting device, time domain gating shall be provided, multiple polarization or frequency measurements of up to three independent channels shall be provided; antenna measurement functions: antenna calibration, antenna data acquisition, antenna gain rectilinear and polar vs angle, antenna gain vs frequency with built in plot to an IEEE-488 plotting device; display shall be color display of 4 colors from a palette of 8 colors and shall allow for overlay of stored and real time data display; cabling, system shall be equipped with all required system interconnection cables; programming, all front panel controls shall be programmable via the IEEE-488 interface and collected data shall be buffered and available for read by remote computer via the IEEE-488 interface; the upgraded system shall be installed into a vendor provided 19'' EIA rack and all rack mounting hardware shall be included; dimensions of the systems shall not exceed 25''W x 56''H x 36''D and shall include a rack mount shelf of 6'' min. depth. Delivery shall be FOB destination to the Naval Air Weapons Station, Point Mugu, CA 93042, 120 days after contract award.
