A Justification and Approval For Other Than Full and Open Competition has been prepared in support of this acquisition. The potential contract is for the U.S. Naval Academy, Computer Services Division, Annapolis, MD for a Portable Emissions Monitoring System. The system is to include the following: (1) conditioning system; (2) one portable enclosure for the conditioning system; (3) single stream through refrigeration dryer; (4) filter with controller; (5) sample pump; (6) pressure and vaccum leak detector capability.
