is seeking sources for supplying, installing, maintaining, and training
for an Electronic Message Handling Backbone (EMHB) which must interface
with cc:Mail by Lotus, Microsoft Mail, the MILNET messaging system
using Simple Mail Transfer Protocol (SMTP), IBM's PROF mail, and allow
data transfers between systems using Electronic Data Interchange (EDI)
format standards and the Governments standard electronic message
handling backbone using the GOSIP compliant X.400 application protocol.
The proposed backbone must have the additional capability of supporting
the following mail systems in the future: electronic mail to fax
capability, Novell's Message Handling System (MHS), CompuServe InfoPlex
mail exchange, and BanyanMail exchange. Sources mut also provide a 1988
X.400 MTA compliant electronic message handling backbone switch product
that is backward compatible with 1984 standards. Sources must be
compliant with Internet Engineering Task Force(IETF) Request For
Comments (RFC) 1006 and 1327 for TCP/IP. Sources product must provide
X.500 compatibility required for the Defense Messaging System. The EMHB
must comply with the following RFCs: RFC 821 Simple Mail Transfer
Protocol, RFC 822 Standard for Format for ARPA Internet Text Messages,
RFC 1047 Duplicate Messages and SMTP, RFC 1123 Requirements for
Internets Host-Application support, RFC 1341 MIME: Multipurpose
Internet Mail Extensions, RFC 974 Mail Routing and the Domain System,
RFC 1032 Domain Administrators Guide, RFC 1033 Domain Administrators
Operators Guide, RFC 1034 Domain Names - Concepts and Facilities, RFC
1035 Domain Names - Implementation and Specification, RFC 1327 Mapping
X.400(88) and RFD 822. The work is to be done at Fort Knox, Kentucky
and requires a 24 hour/7 day a week maintenance and technical support
be available via phone for the EMHB deliverable. Please submit
technical literature in accordance with Note 25. Suspense date is COB
