A -- GROUND-BASED XENON GAS SAMPLER AND ANALYZER POC Debby Hoekman, Contract Negotiator, (407) 494-4381/Maria Bechard, Contracting Officer, (407) 494-2706. The 45th Contracting Squadron intends to negotiate on a sole source basis with The British Oxygen Corporation (BOC) Group, Murray Hills NJ, on behalf of the Air Force Technical Applications Center (AFTAC), Nuclear Debris Collection and Analysis Branch, to develop and test a prototype ground-based xenon gas sampler and analyzer for the purpose of nuclear test ban treaty verification. The sampler/analyzer system will be completely automated and operate continuously in remote/adverse environments. This sole source acquisition is justified under 10 USC 2304(c)(1), only one responsible source and no other supplies or services will satisfy agency requirements. Evaluation after issuing a sources sought synopsis concluded that the required effort is available from only one source. The program will be a multi-year effort. Contractor personnel require DoD security clearances of at least the SECRET level and participation requires both a facilities and storage capability security clearance of at least SECRET. The SIC for this acquisition is 8731 and Small Business size standard is 500 employees. No solicitation document exists. The 45th Contracting Squadron has determined that BOC is the only source capable of providing the necessary services. See Numbered Note 22. (0128)
