be held with Boeing Helicopters, P.O. Box 16858, Philadelphia, PA
19142-0859, for a program to develop, verify, and demonstrate a
structural usage monitor system for the MH-47E aircraft. The Government
does not own a technical data package sufficient to fully compete this
effort. In addition to the fact that Boeing is the prime developer of
the MH-47E airframe, their unique qualifications for fulfilling the
Government's requirements are based on their requisite knowledge in the
following areas regarding the MH-47E: MIL-STD-1553B data bus design and
performance, component fatigue calculations, critical flight regimes,
and an understanding of the relationship between critical flight
regimes and monitored parameters to allow efficient development of
regime recognition algorithms. It is anticipated that the period of
performance for the program will be thirty-six (36) months. The
solicitation is releasable to U.S. firms only. All responsible sources
may submit an offer which will be considered. Anticipated release date
