Non-Continuous Engineering and Technical Services This announcement
constitutes a Sources Sought synopsis. The following information is
provided to do a Market Survey of Industry to see if there are any
potential contractors, in addition to Rockwell International,
Rocketdyne Division, who have the skills and knowledge required to
complete this effort. The Silo-Based Intercontinental Ballistic Missile
(SBICBM) System Program Office (SPO), Ogden Air Logistics Center
(OO-ALC), intends to establish a four year non-continuous engineering
services and technical support contract to be performed on the
Peacekeeper (LGM118) Post Boost Propulsion System (PBPS). These
services and technical effort will support current planning to maintain
the support ability, reliability and service life of the Peacekeeper
operational force. Only qualified sources need respond. The program
will consist of Engineering and Technical Services to provide
Sustainment, Aging Surveillance and Service Life Estimate to the weapon
system. Data from all requirements of the Post Boost Propulsion System
Operation shall be provided in accordance with Contract Data
Requirements Lists (CDRLs). Deliverables under the contract will be
specified in the individual Delivery Orders. To be considered a
qualified source, the offeror shall: (1) Possess a demonstrated history
of successful technical experience in Peacekeeper liquid propulsion
programs conducted by the potential offeror and their relevance to the
Post Boost Propulsion System. (2) Possess access to a complete PBPS
historical data library including development data manufacturing build
records, acceptance and qualification test data, misc. process data,
drawings, and specifications. (3) Demonstrate ability to accomplish
Aging Surveillance testing and service life analysis on Peacekeeper
Post Boost Propulsion System. (4) Identify a working relationship with
all PBPS Original Equipment Manufacturers (OEM) with respect to
component Aging Surveillance testing. (5) Demonstrate ability to
provide and manage unique facilities for component and system level
PBPS testing, propellant loading and detanking. (6) Demonstrate
knowledge of and ability to manage/sperate special electronic,
pneumatic, and manual test equipment. (7) Demonstrate the ability to
provide timely, and technically sound response to support various
sustaining tasks and support of the resolution of depot maintenance or
field operational problems. (8) Demonstrate experience in or the
ability to provide PBPS follow-on Operational Test & Evaluation (FOT&E)
flight performance analysis. (9) Demonstrate ability to provide PBPS
technical data update recommendations. (10) Demonstrate capability to
provide PBPS process ODC elimination technical support. (11)
Demonstrate that PBPS simulated performance models are available. (12)
Demonstrate ability to maintain PBPS LSAR-252 manual. A Viable,
qualified source, in the Government's consideration, will submit a
concise and program specific response presenting sufficient information
to substantiate the contractors: (1) demonstrated experience in the
design, manufacture and support of complex design changes of large and
complex liquid bipropellant post boost propulsion systems for this
weapon system, (2) indicate capabilities and experience to perform
tests, collect data, and analyze results for projecting service life of
the propulsion system, components, and materials with an acceptable
confidence level (3) demonstrate experience and abilities required for
engineering analysis on Aging Surveillance test data from Peacekeeper
Post Boost Propulsion system static testing and non-destructive
testing, (4) Appropriate management, engineering and manufacturing
experience to conduct sustainment and aging surveillance without
significant technical, schedule, performance, or cost risk. The
response shall describe the potential offeror's qualifications in the
following areas: (1) Peacekeeper Programs; describe current and past
Peacekeeper programs conducted by the potential offeror and their
relevance to the Post Boost Propulsion System Programs. (2) Management
System; describe the proposed management approach to be employed on
the program (3) Personnel Experience; describe the qualifications of
personnel projected to work on this program (4) Facilities; describe
the facilities projected for use on this program. Minimum personnel
security clearance requirements for this effort are Secret. Only
companies having the necessary capabilities and sincerely interested in
becoming sources of supply should respond within 10 days from the date
