Russial, (215)897-5453 The FISC Norfolk, Detachment Philadelphia, intends to negotiate on a SOLE SOURCE BASIS with Canadian Marconi Company (CMC) for the procurement of Interface Shipset (ISS) units. The ISS is an integral part of the Global Positioning System (GPS) integration in C-130 aircraft. The ISS acts as the Sole Interface between the Control Display Navigation Unit (CDNU) and Various Analog and Synchro Driven Systems Onboard the C-130 Aircraft. A quantity of 52 ISS units will be procured with option quanitities for up to 122 additional ISS units to be exercised during the following two (2) fiscal years. CMC is considered the only source capable of providing the required ISS units as they are the developer, designer, and sole manufacturer of this unit. As such, they solely possess the design information and technical data required to produce the unit. The Government does not possess the critical engineering data for these complex units. The use of any other device would require costly software changes within the CDNU, reperformance of extensive developmental testing, and installation reengineering. Interested parties may prove their capability to respond to this requirement and identify their interest. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all information received within forty-five (45) days after date of publication of this notice of intent will be considered by the Government. Information received as a result of this notice of intent will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.
