Woods, 301/443-0043 The Center for Mental Health Services is soliciting
proposals on a full and open competitive basis from qualified
organizations to award a 24 month, cost-reimbursement, completion type
of contract, to identify, review, and summarize, available written
quantitative and qualitative materials associated with managed
behavioral health care (MBHC). The objectives of the proposed contract
are to: 1) identify more clearly what is happening in the public and
private sectors with regard to MBHC; 2) identify current information
and data, and data gaps, associated with MBHC; and 3) conduct essential
policy analyses that will inform the field regarding key issues in
MBHC. The objectives of the contract will be accomplished through:
focus groups, documents containing qualitative data, and analyses of
available quantitative data. The successful offeror must demonstrate 1)
an understanding of the project, including familiarity with issues
relating to the history, current situation, and likely future
developments in managed MBHC and potential impacts on the mental health
system and data collection; 2) a comprehensive technical approach,
including a plan of performance; 3) availability of qualified technical
staff with knowledge of MBHC and the mental health statistical field to
plan and run focus groups and complete policy analyses; 4) appropriate
corporate and management experience in managing similar projects; and
5) availability of adequate equipment to perform the project. Please
note that there is no incumbent contractor - this is a new acquisition.
Estimated issuance date of RFP CMHS-DSC-95-0006 is May 30, 1995 and
responses are due to be received in the Contracting Office 30 calendar
days thereafter. The solicitation may be obtained in either of two
ways; electronically, by downloading a file from the SAMHSA Bullentin
Board System (BBS) at 1 (800) 424-2294 or by mail. To download from the
BBS, you should set your communications program at 8 data bits, 1 stop
bit, and parity at none (8-1-none). SAMHSA's modems will communicate
at 1200 to 9600 BPS and can negotiate with higher speed modems. If your
modem is slower than 1200 BPS, you will not be able to use this BBS.
Our software can use several common transfer protocols. We recommend
Zmodem if it is available in your communications program; however any
of those listed on the BBS should prove satisfactory. Large files will
be posted as self extracting compressed files to save time during the
transfer. Hardware compression features in the modems will be relied
upon to provide compression for smaller files. Upon reading the file
electronically downloaded you should determine if you have a continuing
interest in the RFP. If so, you must either write us the individual
identified below that you wish copies of amendments to the RFP (if any)
sent to you by mail or check the BBS regularly for amendments which
will also be posted there and can be downloaded electronically. You may
choose either method for obtaining amendments. Note, however, that if
you rely on the BBS for obtaining amendments, at this time we have no
way to assure, and will therefor assume no responsibility for assuring,
you have downloaded these amendments. Requests for copies of the RFP to
be mailed must be made in writing and will be honored if received
within twenty calendar days after issuance of the solicitation.
Requests received after this period will be filled on a first-come,
first- served basis until the supply is exhausted; however, there is no
assurance that copies requested after the twentieth day will reach the
requestor before the due date for receipt of responses. Requests shall
be forwarded to the attention of Mary Ann Deal, Contract Specialist,
