material and equipment necessary to perform routine Dockside Vessel
Maintenance including but not limited to the following Minimum items:
1, replace insulation and sheathing 2, renew mast stays 3, bow thruster
remote shutdown 4, install new machine shop/motor room ventilation 5,
overhaul fire pump/motor/steering pump motors 6, overhaul main motor
blower/warping capstan winch assembly/air ports 7, inspect/test air
receivers 8, renew deck penetrations/air port drip troughs 9, repair
vermiculture coating 10, temporary logisticsetc. Indefinite items
include: 1, welding repairs 2, ultrasonic testing etc. The place of
performance of the work covered by the solicitation is restricted to
the vessel's homepier at Governors Island, NY. There will be a
non-refundable charge of $100.00 required in the form of a certified
check or money order payable to the U.S. Coast Guard for requested
drawings. All other referenced documents are available for viewing at
Bldg 400M, Governors Island, NY. Funds are not presently available for
this procurement. The Government's obligation under this solicitation
is contingent upon availability of appropriated funds from which
payment for contractual pruposes can be amde. The proposed contract
listed here is part of the small business Competitiveness demostration
program. Plans and Specifications will be issued on or after 30 May
1995. All responsible sources may submit a bid which shall be
considered by the U.S.Coast Guard. For Minority, women-owned and
disadvantaged business enterprises: The Department of Transportation
(DOT) office of small and disadvantaged business utilization has
programs to assist minority, women -owned and disadvantage business
enterprises to acquire short-term working capital and bonding
assistance for transportation related contracts. Loans are available
under the DOT short term lending program (STLP) at prime interest rates
up to $500,000 per contract to provide accounts recievable financing.
The DOT bonding assistance program enables firms to apply for bid,
performance and payment bonds upto $500,000 per contract. DOT provides
an 80% guaranty on the bond amount to a surety against losses. For
