G. Andrade 510-535-7236. Tower and Antenna System Inspection and Minor
Maintenance at various Coast Guard Units in Washington, Montana,
California and Nevada. Work includes but is not limited to the
inspection and minor maintenance of eleven LORAN towers located at five
locations (Harve, MT, George, WA, Middletown, CA, Searchlight, NV and
Fallon, NV). The towers are either 625' or 700' in height. Each tower
shall be thoroughly inspected to determine its physical condition,
including but not limited to alignment, twist, guy tensions, structural
integrity, condition of the tower and lighting systems, etc. A complete
report will be prepared on each separate tower to fully document the
repair items identified during the inspection, preventative maintenance
of the tower obstruction lighting systems, and the replacement of
various tower components. 120 calendar days will be allowed for total
contract completion. Actual on-site construction will be limited to 21
consecutive calendar days at each site. A Tower Specialist will be
required to climb each tower to perform a detailed inspection of all
tower component systems, and minor maintenance of each tower and
antenna system. A report of tower conditions will be required that
includes an engineering analysis by a registered professional civil or
structural engineer of inspection findings, photographs,
recommendations for corrective action, and cost estimates for
correction of deficiencies. Preparation or review of report by a
registered professional civil or structural engineer is required and
must be indicated by SF 255. The following criteria, in relative order
of importance, will be used in evaluation of A/E firms: (1)
Specialized recent experience and technical competence of particular
staff members in climbing and inspecting tower systems, surveying and
engineering Analysis. (2) Professional qualifications of firm and staff
proposed for performance of required services. (3) Ability to
accomplish technical aspects of the work requirements within the firm.
(4) Capacity to accomplish the work in the required time. (5) Past
performance on contracts with Government agencies and private industry
in terms of cost control, quality of work, and compliance with
performance schedules. (6) Location in the general geographical area of
the work and knowledge of the locality of the project, provided that
application of this criterion leaves an appropriate number of qualified
firms, given the nature and size of the project. (7) Percentage of
minority/women employees. Firms which meet the requirements described
in this announcement are invited to submit one copy of complete,
updated SF-254, A/E, and related services questionnaire, and SF-255,
A/E related services for specific project, to the office shown above.
SF 254 and SF 255 shall address all evaluation criteria listed above.
Clearly show the office location where work will be done and the
experience of those that will do the work and their location. Firms
responding to this announcement within 30 days from publication will be
considered. Firms must submit SF-254 and SF-255 to this office by 4:00
PM on the due date. Should the due date fall on a weekend or holiday,
the SF-254's and SF-255's will be due on the first work day
thereafter. Pursuant to the Small Business Competitiveness
