Furnish all plant, labor, materials, equipment, and transportation necessary to Upgrade the 34.5 KV electrical systems at the Edgewood Area of Aberdeen Proving Ground, Maryland 21005-5001. Work shall be performed by the contractor in strict accordance with the specification. The contractor shall replace existing lightning arresters and install new lightning arresters in each substation, including primary connections, and ground connections. Work includes, but is not limited to, providing necessary power generating equipment (prime power generator of the same KVA and voltage as the existing transformer), fuel, cables, etc., and make necessary connections as required to supply electrical power to the building/buildings, if the work cannot be completed during the outage period provided. In addition, the contractor shall provide for any necessary hazardous material handling, unexploded ordnance services, sediment and erosion control, excavation permit, and schedule work as determined by a proposed sequence of work in three phases. This solicitation is issued using Full and Open Competition (F&OC). The magnitude of this project is between $100,000.00 and $250,000.00. The Government anticipates an award of a Firm Fixed Price Type Contract. Contract Performance Period is 150 calendar days after issuance of notice to proceed. All responsive and responsible bids submitted by prospective contractors will be considered. (0129)
