Provide dynamometer for the National Training Center, Fort Irwin, California. The dynamometer shall conform to the following specifications as listed, or on a ``or equal'' basis; DT-1000 Bi-Directional Water Brake to include torque load cell assembly, speed sensor assembly, bellhousing adapter plate to fit SAE #1, #2, #3, #4 and u-joint coupling assembly. TCA-1000 Torque Calibration Equipment, TCW-1000 Torque Calibration Weights, GPS-2530 Data Acquisition System to include hardware and software for 30 channels, analysis & Graphing of all channels, high & low warning/shutdown alarms, 80486 (minimum CPU with math coprocessor, 210 MB (minimum) hard disk drive, printer, in-cell box (ICBM) keyboard and 14'' color SVGA, TMS-02 remote (20' minimum) throttle and load control system, engine flywheel adapters and pilot adapters for at least the following engines: 53 series DDA, 8-92 series DDA, Cummins 250, Bradley Tank Engine (continental) and 6.2/6.5 GM Diesel, CT-104 Diesel Engine Cooling Column to include automatic/thermostatic control valve, sight glass, minimum dissipation rate of 1,320.000 BTU's per hour, O-2000 F thermocouple sensors (minimum 20' length, pressure transducers to measure oil psi, turbo boost or manifold psi, fuel psi and water psi.
