specifications for the OC12 mulitplexer system are as follows: 1. The
multiplexer must a. be a synchronizer Optical Network (SONET) OC12
type, b. support terminal, hubbing, add/drop, and 2-fiber ring
applications, c. be in service upgradeable to OC48, d. be configurable
using ASCII or PC based terminal, e. be remotely accessible over an
embedded SONET data communication channel for single ended maintenance,
f. support remote software download providing a centralized approach to
system updates, g. operate using standard 115 volt 60 Hz power, h. fit
in a standard 21 inch Telco rack with a max height of 24 inches, i.
optical units must operate on standard 1310 nm optical wavelength
single mode fiber for spans exceeding 90 km in length between nodes, j.
be an optical system that processes combinations for up to twelve DS3,
or STS-1, or four OC-3 tributary signals, and multiplexes them into
one STS-12. The STS-12 signal is then converted to an optical OC 12
signal and transmitted. 2. The Middle-speed Channel Unit DS3 must
support the following: a. Interfaces with three DS3 signals and form
three SONET STS signals, b. drops/inserts path, line and section
overhead bytes, c. provides path switching function for ring
application. 3. The Middle-speed Channel Unit STS1 must support the
following: a. Interfaces with three STS1 signals, b. Drops/Inserts
Path, Line and Section overhead bytes, c. Provides Path Switching
function for ring application; 4. The Middle-speed Channel Unit Long
Reach must a. support the OC 3 tributary interface as follows: (1)
155.52 Mb/s optical signal, (2) 1310 nm optical wavelength, (3) 40 km
span length. b. Multiplexes and demultiplexes three STS-1 signals
to/from STS-3 signals, c. available with FC, SC, ST, or D4 optical
connectors; 5. The High-speed Channel Unit Long Reach must: a.support
terminal, ADM and Ring Configuration, b. multiplexes and demultiplexes
three STS-1 signals to/from STS-12 signals, c. Drops/Inserts Path,
Line and Section overhead bytes, d. Provides STS-1 TSA function, e.
support the OC12 interface as follows: (1) 600 Mb/s optical signal, (2)
1310 nm optical wavelength, (3) 40 km or more span length, f. available
with FC, SC, ST, or D4 optical connectors; 6. Transmission Interface
Specifications: a. DS3 Low Speed Interface: (1) conform to CB-109, ANSI
T1 102-1992 (draft), TR-449 Issue 5 (VMR, VM, or clear channel), (2)
Bit Rate: 44.736 Mb/s+ 20ppm, b. EC1 Low Speed Interface must conform
to ANSI T1 102-1992 (draft), TR-253 Issue 2, c. OC3 Interface (1310
nm): (1) conform to ANSI TI 108/88, ANSI T1 105/88, T1 105a/90, TR-253
Issue 2, SONET LR-1 MLM, TR-496 Issue 3, (2) Transmitter Type: InGaAsP
laser, (3) Receiver type: InGaAsP or InGaAsP PIN, d. OC12 Interface
(1310nm): (1) conform to ANSI T1 106/88, ANSI T1 105/88, and T1
105a/90, TR-253 Issue 2, SONET LR-1 MLM, TR-496 Issue 3, (2)
Transmitter Type: InGaAsP laser, (3) Receiver type: Ge APD or InGaAs
APD, (4) BER: 10-10 (1 repeater). The following acronym information is
provided: STS-1 = Synchronous Transport Signal with a data rate of
51.84 Mb/s. OC-3 = Optical Carrier with a rate of 155.52 Mb/s. OC-12 =
Optical Carrier with a rate of 622.08 Mb/s. DS-3 = Digital Standard
for asynchronous data with a rate of 44.736 Mb/s. TSA = Time Slot
Assignment. ADM = Add Drop Multiplexer. NOTE: All other acronyms and
abbreviations are Industry Standard Terms. Firms proposing on an ''or
equal'' item shall submit technical documentation, brochures,
schematics, etc, so that the item can be evaluated for compliance with
specifications. Solicitation for this requirement will be issued on or
about 12 Jun 95 and will close 30 days thereafter. The Government
reserves the right to consider this acquisition for the 8(a) program,
small disadvantaged business set-aside, small business set-aside,
historically black colleges and Universities or minority institutions
set-asides based upon responses to this synopsis. Foreign-owned firms
will not be precluded from participating on this acquisition. Firms
