source contract with Hughes Aircraft Company, Communications Products
Business Unit, located in Torrance, CA. This effort provides for
engineering services and production of Secure digital radio units to
fulfill U.S. Government-wide requirements. The Statutory Authority: for
this procurement is 41 U.S.C. 253(C)(1) only one responsible source and
no other services or supplies will satisfy the agency requirements.
Sole source negotiations with Hughes Aircraft are contemplated because
Hughes Aircraft Company has developed and produced a compact,
multichannel, multiband digital transceiver. These compact, secure
digital transceivers shall provide the capability to simultaneously
receive and transmit, across the entire radio frequency (RF) spectrum
with multiple encrypted channels in a package that is no larger than
20.32 cm (8 inches) long, 15.24cm (6 inches) wide, and 4.13 cm (1 5/
inches) high, and weigh no more than .91kg (2 lbs). This technology is
not available from any other known source which meets the Government's
minimum requirements. The proposed effort shall be performed in three
phases. Phase 1 shall be completed by September 30, 1995, Phase 11
shall be completed by March 30, 1996 and Phase 111 shall be completed
by September 30, 1996. Interested parties who can provide the services
and equipment must respond in writing to the Contracting Office within
45 days of publication of this notice. Written responses must contain
pricing information and detailed documentation to establish a bonafide
capability to meet the stated requirements. No solicitation document
exist therefore, request for such documents will be considered invalid
responses. The Government shall be the sole determiner of its minimum
needs. All responsible sources may submit a response which will be
considered by the agency. If no affirmative written responses to this
notice are received, negotiations will be conducted with Hughes
Aircraft Company. A determination by the Government not to compete this
requirement based upon responses to this notice is solely within the
